How about Sewers in Cazic Thule?

We can expect nice loots from swirling red mass.

  If Sewers is camped by another group, how about Kedge Keep?

I want to kill Phinigel Autropos for my epic quest. 

  I prefer Sewers because in Cazic Thule we know the way to the camp and we can have some Exp

whereas in Kedge Keep I do not know ways and we can not have any exp.
